Consider a time-sharing/multitasking operating system that controls the operation of a computer

An explicit flag (value 0) indicates printer availability and a package flag (value 1) indicates that the printer is currently assigned. On the surface, this approach appears to be well established. The operating system simply checks the flag whenever there is a request to access the printer. If it is clear, the request is granted and the operating system sets the flag.

After the flag is set, the operating system waits for the request to be processed. When the printer process is complete, the operating system assigns the printer to a waiting process or if no process is waiting.
